Bonus regime for officials, civil servants, public employees and armed forces from July 1, 2024

The Government issued Decree 73/2024/ND-CP dated June 30, 2024 regulating the base salary and bonus regime for officials, civil servants, public employees and the armed forces. It stipulates the bonus regime for these subjects.

According to the Decree, implement a bonus regime based on unexpected work achievements and results of assessment and ranking of annual task completion for the following subjects:

  1. Cadres and civil servants from central to district level specified in Clauses 1 and 2, Article 4 of the 2008 Law on Cadres and Civil Servants (amended and supplemented in the Law amending and supplementing a number of articles of the Law on Cadres, civil servants and the Law on Public Employees 2019).
  2. Commune-level officials and civil servants specified in Clause 3, Article 4 of the Law on Cadres and Civil Servants 2008 (amended and supplemented in the Law amending and supplementing a number of articles of the Law on Cadres and Civil Servants and the Law on Public Employees 2008). 2019).
  3. Officials in public service units according to the provisions of the Law on Public Employees 2010 (amended and supplemented in the Law amending and supplementing a number of articles of the Law on Cadres and Civil Servants and the Law on Public Employees 2019).
  4. People who do jobs under the labor contract regime specified in Decree No. 111/2022/ND-CP dated December 30, 2022 of the Government on contracts for some types of work in administrative agencies and Public service units are subject to application or have an agreement in the labor contract to apply salary grading according to Decree No. 204/2004/ND-CP dated December 14, 2004 of the Government on salary regimes. for officials, civil servants, public employees and the armed forces.
  5. People working within the payroll quota at associations are supported by the state budget in operating expenses according to the provisions of Decree No. 45/2010/ND-CP dated April 21, 2010 of the Government regulating organization , association operations and management (amended and supplemented in Decree No. 33/2012/ND-CP dated April 13, 2012 of the Government).
  6. Officers, professional soldiers, workers, defense officials and contract workers of the Vietnam People's Army.
  7. Salary officers, non-commissioned officers, police workers and contract workers of the People's Public Security.
  8. People working in cipher organizations.

The Decree clearly states that the above-specified bonus regime is used for irregular bonuses based on work achievements and annual bonuses based on the results of evaluating and classifying the level of job completion of each salary earner in the organization. agency, unit.

Heads of armed forces units according to regulations of the Ministry of National Defense and the Ministry of Public Security; Heads of agencies with management authority or assigned authority to manage cadres and civil servants and heads of public service units are responsible for developing specific regulations to implement the applicable bonus regime. Applicable to subjects on the salary list of agencies and units; sent to the immediate superior management agency for management, inspection and public implementation within agencies and units.

Bonus regulations of agencies and units must include the following contents:

  1. Scope and objects of application.
  2. Bonus criteria are based on extraordinary work achievements and according to the results of assessment and ranking of the level of annual task completion of salary earners in the agency or unit.
  3. The bonus level is specific to each case, not necessarily tied to the salary according to the salary coefficient of each person.
  4. Process and procedures for award consideration.
  5. Other regulations according to management requirements of agencies and units (if necessary).

The Decree clearly states that the annual bonus fund according to this regulation is in addition to the reward fund prescribed by the Law on Emulation and Commendation, which is determined by 10% of the total salary fund (excluding allowances) according to position. , title, rank, rank and military rank of subjects on the agency or unit's salary list.

By the end of January 31 of the following year, if an agency or unit does not use all of the year's bonus fund, it will not be transferred to the following year's bonus fund.

This Decree takes effect from July 1, 2024.
